Saudi Arabia entry requirements for travellers from Indonesia
Indonesia sends more Umrah pilgrims to Saudi Arabia than almost any other country, yet Indonesian passport holders are not on the tourist eVisa list. Neighbouring Malaysia is, which surprises a great many travellers and causes real confusion when families travel together on different passports. This guide sets out the routes actually available to Indonesian citizens.
Visa requirement summary
Indonesian citizens need a visa for Saudi Arabia, and Indonesia is not among the 66 nationalities eligible for the tourist eVisa. There is no visa on arrival on an Indonesian passport.
Three routes are open.
The main one is the Umrah visa, arranged through the Nusuk platform rather than the tourist visa system. Since July 2026 the Ministry of Hajj and Umrah has issued a one year multiple entry Umrah visa, valid for 365 days from issue with a cumulative stay of up to 90 days. It is arranged by buying a service package from an approved provider on Nusuk and obtaining an Umrah permit through the Nusuk app before arrival.
The second is the tourist eVisa reached through an exception. Holders of a valid Schengen, United Kingdom or United States visa already used to enter that country, and permanent residents of the EU, UK, US and GCC states, can apply for the visitor eVisa regardless of nationality. That gives the standard terms of 365 days validity, multiple entries and up to 90 days of cumulative stay, with health cover of up to SAR 100,000 included.
The third is a visit visa for family or business, arranged with a sponsor or inviting party in the Kingdom. Tourist visas for nationalities outside the eVisa scheme are applied for at a Saudi embassy or consulate.
Indonesia is one of fourteen nationalities that have been limited to single entry visit visas since February 2025, rather than the multiple entry versions available before. Umrah and Hajj visas were not part of that restriction, and neither were residence visas or existing multiple entry holders. It applies to business, tourism and family visit visas.
How long you can stay
On the one year Umrah visa you have 365 days of validity with a cumulative stay of up to 90 days. Each visit is tied to the service package booked and cannot run beyond the days remaining on the visa.
If you qualify for the eVisa through a used visa or residence permit, the terms are 365 days, multiple entries, and 90 days cumulative across the year.
On a visit visa, the position most recently set out was single entry with a maximum stay of up to 90 days. The letter of invitation does not determine this. Saudi authorities decide the validity and the number of entries at the point of issue.
Passport validity requirements
Your Indonesian passport must be valid for at least six months beyond your arrival date.
Evidence of previous travel to Israel in your passport may result in refused entry.
Proof of funds and financial requirements
Saudi Arabia does not publish a fixed sum for Indonesian visitors. On the Umrah route the package covers accommodation and transport, which answers most of the question. On a family visit the sponsor in Saudi Arabia is central. On a business trip the invitation carries the weight.
Expect to provide bank statements alongside the invitation if you are applying for a visit visa.
Onward or return travel
You should be able to show onward or return travel inside the period your visa allows. On a single entry visit visa this matters more than usual, because leaving the country ends the permission.
Applying for the visa
For Umrah, applications go through the Nusuk platform. Since August 2025 the Nusuk Umrah service has allowed pilgrims to apply for the visa and book accommodation, transport and tours directly rather than only through a licensed travel agent. Indonesian Umrah travel has traditionally run almost entirely through registered operators, so it is worth understanding both options before you commit.
You must obtain your Umrah permit in the Nusuk app before travelling.
The one year Umrah visa does not activate during the Hajj season, which runs from the first of Dhu Al Qi’dah to the 13th of Dhu Al Hijjah.
Hajj requires a separate visa through Nusuk Hajj. Indonesia operates under a national quota with a long waiting list, so Hajj places are allocated rather than applied for in the ordinary sense.
For a family or business visit visa, your sponsor in Saudi Arabia initiates the invitation. For a tourist visa, nationalities outside the eVisa scheme apply at a Saudi embassy or consulate.
Be careful with spring travel. The restrictions affecting Indonesian travellers have been described as temporary with no promised date for reconsideration, and they have tightened around Hajj. In April 2025 visit visas for the affected nationalities were suspended outright until after the pilgrimage. Check the position before booking.
Health requirements
Pilgrims travelling for Hajj or Umrah must show proof of quadrivalent meningococcal vaccination covering the ACWY strains. This is checked.
A yellow fever certificate is required if you are arriving from a country where yellow fever is endemic, which a direct flight from Indonesia will not trigger.
Book the meningococcal vaccination in good time rather than in the final week before departure.
Other entry requirements
Flights into Jeddah, Madinah and Taif are restricted during the Hajj season.
Alcohol is prohibited and attempting to bring it in is a serious offence.
Entry to Mecca is restricted to Muslims, and parts of Medina are similarly restricted.
If you are travelling with Malaysian friends or family, be aware their route is different. Malaysia is on the eVisa eligible list and Indonesia is not, so they can apply online or on arrival while you cannot. Do not plan on the assumption that you will both be doing the same thing.
